    You may well be right, as the 1960 population of Hawaii at the time of statehood was 632,772. https://www.answers.com/Q/What_was_the_population_of_Hawaii_in_1960

    Interestingly, Greenland is slightly larger than Mexico and has a population of a mere 57,000. No statehood there...right???
