I didn't scratch the surface. AARP, like many other organizations that focus on senior citizens, has a hearing aid assistance program. Also, surprisingly, many organizations that service the non-hearing population also help people with hearing aids. Bottom line: free or low cost hearing aids are available with a little persistence.
